Survey documents

Anyone can download the procedure and the questionnaire to survey a place, or fill in the project's online form straight away. Surveyors only need to submit a report; administrators only cross-check and approve, they do not re-enter anything.

Priority and rules of evidence

  • Surveys carried out together with a wheelchair user are given priority, with photos showing this. That person must agree to be photographed and to the photos being used. Such reports are cross-checked and approved first.
  • Coordinates must be taken by GPS at the place. The form does not allow typing them in. An error above 30 m triggers a warning and is flagged for closer checking by administrators.
  • Photos by position: 3 required positions are overview (landscape 16:9), entrance and main door; lift and toilet are optional; at most 5 photos per position, at least 5 in total. Do not show anyone's face without their consent.

Survey and report online

Fill in the form on your phone on site: it takes your GPS position, accepts photos, and suggests an accessibility level based on the project's rating rule.

  • QCVN 10:2024/BXD - Constructions ensuring accessibility (Vietnamese standard)
The official text (Circular 06/2024/TT-BXD, in force from 1 Feb 2025, replacing QCVN 10:2014/BXD). The questionnaire and form give the applicable clause under each question, e.g. entrance door ≥ 900 mm (clause 2.3.1), ramp ≤ 1/12 (2.2.3), no threshold (2.2.6), toilet (2.5.5). Vietnamese-language text.

Version v2, updated 29 Oct 2026. Thresholds refer to QCVN 10:2024/BXD. The PARTLY level is more lenient than the standard (door 80-89 cm, threshold up to 2 cm): a project criterion, not a pass/fail finding against QCVN.

How your report is handled

  1. Submitted: the report has just been received.
  2. Being cross-checked: an administrator checks that photos match the measurements, the position matches the address, the place is not a duplicate, and the overall level follows the rating rule.
  3. More information needed: photos missing or measurements inconsistent; returned with the reason.
  4. Approved: the place appears on the map with the survey date.

The rating rule is public: FULLY ACCESSIBLE only when the entrance (per QCVN 10:2024: door ≥ 900 mm, no threshold, no steps or a ramp ≤ 1/12), the way inside and the toilet all pass.
